Wisenet Asia Pte Ltd today formalised two strategic Memoranda of Understanding (MOUs) with key partners in Guangzhou, deepening cross-border collaboration in international talent development, industry cooperation, and education training. The MOUs were signed at the 15th Singapore–Guangdong Collaboration Council (SGCC) meeting held at the White Swan Hotel in Guangzhou.
The signing marks a significant milestone in strengthening Singapore–Guangzhou cooperation, particularly in support of the development goals of the China–Singapore Guangzhou Knowledge City (CSGKC)—a flagship bilateral project focused on education and talent mobility.
First MOU: International Talent & Industry Synergy Development Cooperation
Parties:
• Guangzhou Development District Talent Group
• Wisenet Asia Pte Ltd
This MOU aims to jointly develop an integrated international “Attract–Develop–Deploy–Retain” talent ecosystem. The partners will collaborate across the following areas:
1. Global Talent Recruitment Services
• High-Level International Recruitment
Co-develop initiatives to attract talents in the areas of technology, finance, and manufacturing. Facilitate local China enterprises in the areas of background checks, remuneration negotiations, onboarding, and supporting the entire recruitment process.
• Youth Talent Exchange and Recruitment
The parties will establish an “Overseas Youth Internship Exchange Platform” to facilitate internship opportunities between China, Singapore, and Southeast Asia. A “Returnee Talent Career Programme” will also be launched through campus recruitment and online sessions to support overseas students returning to China or coming to Singapore for development.
2. Continuous Learning for All Ages
• School Admission and Study Abroad Preparation
Joint delivery of Singapore AEIS preparatory programmes, including curriculum development, teacher training, and student support.
• Youth International Study Tours
Introduction of international study tours for youth, focusing on themes such as science, culture, and environmental learning. These programmes will enable students from China to participate in immersive learning experiences in Singapore and Southeast Asia.
• “Belt and Road” Vocational Education and Skills Training
Development of customised vocational training courses tailored to industry needs in Southeast Asia, such as cross-border e-commerce and intelligent manufacturing.
• Senior Education and Academic Advancement
Collaboration with Singapore universities and polytechnics to create degree pathways and lifelong learning programmes for senior learners. These include access to formal degree opportunities, cultural adaptation support, and specialised senior-friendly learning modules.
3. International Industry Collaboration
• Business Association and Industry Linkage
Co-organisation of China–Singapore industry networking events to connect local governments and enterprises with Singapore business associations and investment bodies.
• Research–Industry–Enterprise Project Matchmaking
Promotion of research commercialisation collaborations between Chinese enterprises and Singapore universities and research institutions. This includes establishing a “Technology Transfer Centre” and organising overseas project roadshows in emerging sectors such as new energy and biomedicine.
4. Enterprise Internationalisation Services
• Establishment of an “Enterprise Internationalisation Service Platform”
Creation of a unified platform integrating legal, tax, market research, and other professional resources to support Chinese enterprises entering Southeast Asian markets.
• Enterprise Overseas Training and Capability Building
Development of practical training courses on Southeast Asian market policies, cultural adaptation, and localisation strategies.
Second MOU: International Education & Training Project Cooperation

• Principals Academy Inc. (Singapore)
• Wisenet Asia Pte Ltd
This tripartite MOU focuses on developing a structured framework for cross-border education collaboration, with initiatives including:
• Early Childhood English Enrichment
Delivery of English immersion and foundational language programmes for young learners.
• Preparatory Programmes for Singapore Education Pathways
Support for Chinese students considering primary and secondary education in Singapore.
• Bilateral Youth Study Tours
Co-organised study camps and experiential learning exchanges in Singapore and China.
• International Academic Competitions
Joint organisation of academic contests to discover and develop global talents.
Collectively, these initiatives aim to enhance international education connectivity, strengthen academic exchange, and cultivate the next generation of global-ready youth talent.
Singapore Relevance and Strategic Impact
These agreements support Singapore’s broader goals in talent development. The creation of internship channels, study pathways, and enterprise internationalisation support strengthens opportunities for Singapore students, educators, and companies to access China’s innovation clusters, particularly within Guangzhou Knowledge City. The collaborations also align with Singapore’s efforts to deepen regional connectivity and enhance workforce capabilities under initiatives such as SkillsFuture and ASEAN-wide talent exchange.
